HARNESSING AFRICAN MUSIC RESOURCE AND POTENTIALS FOR SUSTAINABLE DEVELOPMENT IN AFRICA

Abstract
This paper exploits the values, benefits and potentials of musical art in the control or prevention of the social vices that could pose a threat to development in Africa. Studies have shown that music has been employed and used to fight social vices in African societies. Various African artists have composed and performed music on social vices such as rape and child abuse, corruption and money laundering, kidnapping and armed robbery, political thug and assassination, electoral frauds and examination malpractices, ritual and religious killings etc. Thecontent of most African music deals with political, social and religiousdefiance and sums it up with the need for national and personal integrity if national and personal development is to be sustained in Africa. The paper affirms that music has the capacity and capability to influence behaviour positively, such that the human mindset which is crucial to devising evil and perpetratemischief can be transformed and regenerated for peaceful coexistence. In view of the transforming power and impact of music in changing human behaviour, the paper, therefore, advocate for the harnessing of African music resources for sustainable development in Africa.

Abstract
The objective of the paper is to discuss TVET as an indispensable tool for economic development and sustainability in Sub-Sahara African countries, the paper provided an operational definition of TVET and Forms of TVET based on The 2001 UNESCO and ILO’s General Conference on Technical and Vocational Education and Training assessment, analyzed the role of TVET in National Development and the current status of TVET in Africa to see the missing link between what is expected of TVET and what Sub-Sahara African countries are considering in TVET, Nature of TVET Sector in Developing Countries was also discuss as to see the present situation of handling TVET in Africa, the negative perception of inferiority in TVET was also discussed as part of retarding factor toward considering it as key factor for economic development in Africa, Four Key Success Factors were outlined and various Strategies and Innovations in TVET for Sustainable Development in Sub-Sahara African countries were put forward as solutions.

EFFECTS OF PROCUREMENT GOVERNANCE, TRANSACTION COSTS TO CONTRACTING BUSINESS AND TENDERING PROCESS IN NIGERIA

Abstract
Public sector organizations undergo a procurement process to select a competent consultant and contractor to carry out the construction work using pre-determined selection criteria or guidelines as stated by the public procurement Act 2007. The Act objectives are to provide the best value for money, economy, transparency, accountability and competition among bidders (PPA 2007). However, it must be noted that the Act has not taken into account the transaction costs incurred with participation in the tender processes due to the varied activities undertaken by clients, consultants and contractors. The aim of the study is to assess the effects of procurement governance transaction costs with respect to contracting business and tendering process. A multi-stage stratified random sampling procedure was used in selecting the respondents from construction firms within some selected states of the North-West zone of Nigeria (Sokoto, Kaduna and Kebbi) that are registered in the Bureau of Public Procurement database of contractors that have participated in any federal government tendering process as respondents of the study. One hundred and thirty five (135) responses were retrieved from various respondents. Using Structural Equation Model (SEM), an analytical tool, using procurement governance and transaction cost as independent variable, with tendering process as intervening variable and contracting business as dependent variable, the result of this research shows that transaction cost variable and procurement governance has significant influence toward contracting business, procurement governance variable has indirect influence toward contracting business through tendering process with insignificance influence. The research recommends that both client and contractors can reduce procurement governance effects by promoting: fairness in the award of contract to the lowest bidder; harmonious relationships between project client and contractor; sound knowledge on construction project procurement by both parties and more attention on how they can improve their bidding strategies based on the procurement governance guidelines.

THE ROLES OF ESTATE SURVEYORS AND VALUERS IN ECONOMICS DEVELOPMENT OF NATIONS

Abstract
This paper examined that since Nigeria independence in1960, many professions have contributed to its economy development .Among such professions are Agriculture, telecommunication, education and real estate. Estate Surveyors and valuers profession happens to be one of the key contributors to the development of Nigeria economy. The paper examined some of the contributions that Estate Surveyors and valuers has made in the economy development of Nigeria .The paper was able to establish that an Estate Surveyors and Valuer is a professional trained to advice his client on property investment with a view to making the investor to arrived at positive return. The paper also defined economic development as the process that made the real per capita income increases over a long period. Some functions of estate Surveyors and valuers were also explained.

Abstract
The aim of this study is to examine the impacts of terrorism on economic growth and development experienced worldwide. More precisely these terrorist incidents and its impacts on economic growth and economic development in most countries are classified according to income groups. The article presents the general causes of terrorism and its impact on different sectors. During the past decades, the world has witnessed nearly twenty thousand terrorist incidents. Due to the increasing global scope of terrorism it has been raised important questions about its economic impact in countries around the world. While it was noted that terrorist incidents have a significant negative impact on tourism, investment, and trade and capital formation.

Abstract
In the course of the most recent 30 years in state funded education, the indicator on performance expected from education has scarcely moved especially in urban centres. Teachers and administrators accepted unanimously that every youngster merits quality training in the education sector, and give endless hours to that objective. It’s a dependable fact that there’s an accomplishment hole among students from various social and economic backgrounds. To close this hole, enhance students’ performance and increment in graduation rates, which should be centered around growing programs that emphasis on enabling data-driven education and enlightenment and access to top notch government funded schools is our major concern. This paper seek to highlight the importance of education as the bedrock of every society, which both present and future generations requires to survive, the components of a qualitative education system, what has been the nature of urban education and whether or not it has been qualitative will be analyzed.

ABSTRACT
This research is done to establish the relationship that exists between youth motivation and entrepreneurship development in Nigeria. The problem of this study stems from the high unemployment rate caused by the crazy desires of youths for white collar jobs rather than embrace entrepreneurship. The researcher reviewed literatures conceptually, theoretically and empirically and it led to the conclusion that entrepreneurship is a feasible path to economic recovery. However our youths are not motivated to embrace entrepreneurship. The researcher recommended that practical entrepreneurship be made mandatory in our schools and encouraged government to create the enabling environment for businesses to thrive.

THE ROLE OF THE UN IN ADDRESSING GOVERNANCE AND SECURITY CHALLENGES IN THE SAHEL SAHARA REGION: REFLECTION FROM THE MALIAN EXPERIENCE

ABSTRACT
The relevance of the Sahel Sahara Region in the study of governance and security in Africa cannot be overstated. The Sahel region has been described as a conflict system that episodically erupts at the smallest of sparks. Several deep and multiform factors led to the crisis in the region and the temporary collapse of the Malian state in 2012. These factors include poor governance, rampant nepotism, and limited government legitimacy. In northern Mali, a weak state and a growing opposition between civilian and military authorities contributed to neglecting this space for a long period of time, resulting in its occupation by jihadists and in the March 2012 military coup in Bamako. The country’s economic fragility, socio-demographic vulnerability, poor social service delivery, tribal and ethnic corporatism, the traditional racial and ethnic rift between black Malians and Tuareg communities, and the lack of a sense of public service contributed to the many other grievances that undergird the rebellion in Northern Mali. However, this study examines the role of the UN in addressing governance and security challenges in the Sahel Sahara Region. It adopts some of the ideas of the regional security paradigm which assumes that effects of security challenges in one country will gradually escalates to neighbouring states in regional arrangement. The study employs the quantitative research method for proper analysis. Findings shows that the UN integrated strategy for the Sahel is an inclusive response that centered on people’s participation in the definition of the problems affecting their communities as well as the coordination of government action with that of the UN. The study recommends that, building state capacity by strengthening local governance, tackling poverty, addressing security challenges among others will help address governance challenges in the Sahel Sahara Region.

CLASSICAL AND CONTEMPORARY LEADERSHIP MISDEEDS THWARTING AFRICA’S DEVELOPMENT: THE CASE OF NIGERIA

Abstract
The past and present in/deliberate misdeeds of Africa’s neo/colonialists and Africans themselves, especially African political leaders and other elites, continuously thwart the development of the continent. The misdeeds of most African leaders and elites are worse than those of the colonialists, which the same crops of elites often re-emphasise as the only cause of Africa’s ageing woes. Other misdeeds against Africa are hatched by the African populace. This paper thus aims at rousing consciousness to the ageing and rising misdeeds against Africa, towards attaining deserving development. Relying largely on secondary data, employing qualitative approach, objectivism and the plausible tools, it reveals that while the colonial invasion of Africa left it naked, poor, underdeveloped, and in various nationhood woes, the post-independence African political leaders and elites aggravated the problems, meting out worse cruelty on the continent and its peoples. The contemporary leaders and elites are the worst. The citizenry also contribute to the leadership misdeeds thwarting Africa’s development. Consequently, bad/failed leadership, paralysed democracy and elitism, abject poverty, hunger and suicide, endemic corruption, heightened illiteracy, ignorance, insecurity, violent crises and social vices, westernisation and culture erosion/attrition, over dependence on foreign aids, international debt, etc. characterise Africa. Africa’s ideal development that would have been attained by now remains a mirage because of the sustained and continuous misdeeds and plagues unleashed on Africa by its leaders, elites, populace and the neo/colonialists. Patriotism and rejection of dubious and incompetent leaders and elites are major ways out.

GENERATION OF ELECTRICITY USING SOLID WASTE IN BAUCHI CITY

Abstract
Electricity is the most utilized and useful form of energy in the modern societies without it, the present social infrastructure would not be feasible. The increase in per capita consumption of electricity throughout the world reflects the growing standard of living of the People. The two main source of electricity generation are hydro-power and thermal power station, in order to provide a constant, steady, regular, estimable and reliable electric power to the industrial production sector that would produce a conducive environment for economic growth, there is need for other means of electricity generation to compliment the two major sources. One of these methods is by burning of “municipal solid waste” (MSW) to generate electricity. This paper renders itself as a source of scientific information that could lead to optimal investment in waste-to-energy project in the developing economy such as Nigeria. It could also help to increase the share of renewable energy in the energy mix of the country and also as a one of the solution of addressing Municipal Solid Waste. The total expected waste per annuam for area under study was 39,548,443.5 Kg, the amount of waste composition to be utilized for electricity generation was 16,681,533.47Kg, while the power input stands as 19042.85MJ/h. the approximate power out of the plant is 16186.42MW/h.

DIGITAL PHCN CARD READER METRE MODEL WITH DELAY AND CREDIT RESERVED FACILITY

Abstract
The adoption of digital card-reader metre by the Power Holding Company of Nigeria, the nation power house, is a welcome development that eradicates most of the problems of the conventional metre. This welcome development allows power consumers to only pay for the electricity they consumed and they are only bill when they actually consumed power. Power consumers no longer received bill when they do not consume electricity. The prepaid mechanism of the system clears away accumulation of outstanding bill on power consumers which at the end it is partly paid or not paid at all, thereby putting the power agency at lost. Centralized purchase of electricity card controls money going the wrong way in the conventional system where power agency’s staff collect money from consumers without crediting it into the agency’s account. The card-reader system with all its outweighed advantages is having constraints particularly in the software design aspect of the system. The metre allows voltage to flow to load as soon as it enters, with no provision for delay mechanism. This allows erratic voltage or short interval fluctuations of voltage to damage load and as well as waste credit. Likewise, credit continues to be used until it runs out. There is no provision for alerting power consumers of impending credit finish and when credit finishes in the middle of night or when there is urgent need of electricity, consumers are usually frustrated. This research work intends to look at ways to correct these problems on the software layer of the metre. The solution presented in this research is simulated using Visual Basic programming language and the result is adequately discussed and analysed.

ABSTRACT
Re-engineering Guidance and Counselling is the re-thinking and radical redesign/ renovation of Guidance and counselling services, application, methodology and strategies aimed at achieving sustainable development. This paper therefore, reviewed Guidance and Counselling services for self-reliance attitudes and value development among Students through the re-engineering of the curriculum in order to stand the test of time. To get this done, the paper recommended that, Guidance and Counselling curricula should progressively be re-ordered in keeping with the social laboratory paradigm to meet the demands of today’s worlds of work; Guidance and Counselling curricula should anchored on society’s development challenges, regularly fed by research findings and characterized by participatory hands-on/mind-on experiential learning; Out-reach activities involving the application of research result to address development challenges in which teachers and students learn from society in the same way as society learn from them among others.

Abstract
This study was carried out with the aim of examining public sector reform and the Nigerian economy. There has been various reforms in the Nigerian public sector by various commissions from the Morgan commission of 1963 to the 2009 Stephen Omasaye proposal during post-independence in Nigeria the effort made by the government has not really solved the problem of the service like corruption and recruitment which has affected the efficiency and effectiveness of the public sector. The study recommends among others that there is the need for proper reforms of the Nigerian public sector that will strengthen administrative capacities and improve the service which will change the attitude of civil services to work (work ethics). The government should establish a panel comprising of retired senior and junior civil servants to study the problems of the public sector in Nigeria and propose which should in turn be implemented by the Nigerian government. Only proper reform of the public sector in Nigeria can bring about efficiency and effectiveness of the present service in enhancing development especially in this present democratic era.

Abstract
This research report was carried out with the sole aim of assessing the problems encountered by Internally Displaced Persons (IDPs) in Bama camp in Dalori, Borno State, Nigeria. The objective of the research will be to examine if the fund appropriate to cater for the internally displaced persons are properly spent for that purpose, assess if corruption is really in the camp, evaluate the standard of living in the camp and also to know the various organizations in charge of the management of the camp in Dalori. Primary and secondary sources of data will be obtain as first-hand information from the respondents, interview and observation methods will also be use in addition to the questionnaire administration. While secondary sources will be gathered from the use of library, magazines, newspapers, journals, past projects, seminars and paper presentations.

TO DEVELOP AN ALGORITHM TO SYNTHESIZE AND OPTIMIZE A FOUR BAR PLANAR LINKAGE

Abstract
The importance of synthesis of linkage designs in manufacturing and assembly lines cannot be overemphasised in terms of path, motion and function generation for specific tasks. Linkage systems have been developed to perform essential industrial and manufacturing functions as part of extensive automation systems. In traditional parametric optimisation techniques like the Newton-Raphson technique or Euler’s method, the capacity to search several solution regions are very limited and are usually easily fixated by local minima. It was also observed that to solve this problem, an optimisation method must employ an iterative process through which different parameter value configurations can be used to find the solution that has the lowest total cost. This is one of the objectives of this paper. The main challenge with resolving the problem in this way is that the solution space, which the optimisation method must search is substantially vast. Therefore, care should be taken because, in this neighbourhood, a region of minimum cost will exist which a search method may identify. Care must be taken since although this observed solution is a local minimum for the region, other regions may possess minima with even lower cost values.This project presentsa non-traditional approach in the synthesis and optimization of a four bar planar mechanism by addressing the challengesusing the Fmincon-SQP algorithm, which uses one of the most successful approaches in determining the numerical results to most constrained nonlinear optimization problems. It depends on a reflective theoretical base and delivers very effective algorithmic tools. This methodology can be applied in typical nonlinear optimization problems such as the four bar path optimization.

ANALYSIS OF FAKE REVIEW IN ONLINE SHOPPING USING OPINION MINING

Abstract:
Online Shopping is increasing day by day. The feedback given by other users as do the companies that sell such products. Blogs, websites, discussion boards etc. are a repository of customer suggestions which are valuable and important sources of textual data. Therefore, today’s individuals and older ones extensively rely on reviews available on line. It means that people make their decisions of whether to purchase the products or not by analyzing and reflecting the existing opinions on those products. Each review is written from a particular user to a particular product, and contains a star-rating, often an integer from 1 to 5. As such, a review dataset can be represented as a bipartite network. In this network, user nodes are connected to product nodes, in which the links represent the “reviewed” relationships and each link is associated with the review rating. The objects in the review network, i.e. the users, products, and reviews, can be grouped into certain classes. In this paper, we consider two classes for each object type: products are either good or bad quality, users are either honest or fraud, and finally reviews are either real or fake. The user can also upload the video to review the product.

Abstract
The field of strategic management has offered a variety of frameworks and concepts during last period of time, many with the declared aim of taking business and its management seriously. Strategic planning can help an organization to build its sustained competitive advantage in the face of an uncertain marketplace, but requires new ways of thinking in order to create possible alternatives. This paper examines how the Manager can use strategy and planning as an enabler to meet the mission of an organization. The paper focuses on some problems that occur in strategic planning. Managers need to identify these potential issues, so that they can recognize and deal with them if they arise in their own strategic planning. A systems approach is taken which presents planning as an open comprehensive procedure that seeks to produce flexible systems capable of growth and adaptation to meet changing needs and missions.

Abstract
The interaction between two biological species depends on the process of mathematical modelling. Carrying capacity is the highest population size of the plant species that the surroundings can sustain in co-existence. When two plant species compete for limited resources, we have used the analytical method to calculate four (4) steady-state solutions which represent valid coexistence two semi-trivial, and a trivial steady-state solution with their biological implications. The full results of this study are presented and discussed.

NIGERIAN VERNACULAR FAÇADE DESIGNS – A CASE STUDY OF HAUSA ARCHITECTURE

ABSTRACT
Beauty and façade design play an important role in Nigerian architecture, particularly in the architecture of the Hausa people of Northern Nigeria. The Hausa people have been known for the art of ornamental façade design since the pre-colonial era. Their surface decorations have distinguished Hausa architecture from other indigenous forms of architecture. Hausa people apply ornamental designs to their facades for various reasons, one of which is the desire to show the prestige of the house owner in the society. This paper considers the beauty of vernacular surface finishing as expressed in the architecture of the Hausa people. The paper also makes a call to contemporary Nigerian builders and artists to preserve traditional cultural heritage by inculcating vernacular façade designs into modern buildings rather than adopting foreign styles which lack cultural expression of the Nigerian people.

Abstract
Examination and the analysis of the impact of housing attributes on house rental prices over the years, has been a major challenge in the global housing market. This is attributed to the complexity, uniqueness and heterogeneity of housing commodity coupled with the diverse socio- economic characteristics of housing locations in various residential neighbourhoods of different geographical regions. The purpose of this study was to examine the impact of various housing attributes which includes dwellings, location and neighborhood attributes on house rental prices in Minna, Nigeria. Three (3) residential neighborhoods were randomly selected each from high density, medium and low density areas of the metropolis for the study. Questionnaires were administered randomly to three hundred and eighty five (385) respondents across the three neighborhoods. A total of three hundred and thirty seven (337) questionnaires were returned out of which three hundred and twelve (312) questionnaires were considered valid for the analysis of the data obtained from the field survey. Three (3) categories of residential properties which include one bedroom, two bedroom and three bedroom apartments respectively were adopted for the study. Hedonic house price model using the Standard Multiple regression analytical techniques was employed in analysing the research data. Results from the analyses indicated that the entire independent variables are statistically significant to the prediction of house rental prices in Minna metropolis. The results also revealed that 79.5% of variability on rental values of residential properties in Minna metropolis is attributed to the combined effects of the said housing attributes with condition of building components and services being the strongest and unique contributor to the prediction of house rental prices in Minna, Nigeria. The findings of this study will be useful to the practicing estate surveyors and valuers, town planners and the government agencies responsible for property rating assessment as well as property owners and users; and other related stakeholders in housing investments and management.

Abstract
This paper describes the tools and techniques for ensuring the security of digital libraries. Library security is essential for their effective use or use, as awareness of the need for regulation and adequate security becomes more urgent than ever. This paper describes how to secure a digital library by using electronic measures. Securing the library through telecommunications, tools, policies, library security features, issues associated with using electronic security in the library, and problem-solving methods using the system electronic security of the library. The study identified the security of the digital library and discussed tools and techniques to ensure the security of digital libraries as well as the benefits and problems of the digital library.
