Department of Mass Communication, Babcock University Ilishan-Remo, Ogun State, Nigeria.
ABSTRACT
This study investigates the framing of the controversial Rural Grazing Reserve Scheme (Ruga settlement) in selected Nigerian newspapers. Through the reports in “Daily Trust”, “The Sun” and “Nigerian Tribune” newspapers, the study examined the influence of ethnicity and geographical location on the framing of the Ruga scheme. The study draws theoretical relevance from Erving Goffman’s framing theory. Following the methodological guidelines of Critical discourse analysis, the study found that the newspapers tilted their reports in favour of the ethnic groups of their publishers as well as their host communities. They largely echo the sentiments of the major ethnic groups in the locations where their headquarters are located. The study concludes that there is mutual suspicion among the major ethnic groups in the country and the suspicion is traceable to precolonial times. The study also concludes that the major ethnic nations that make up the Nigerian state are prepared for a civil war and possible disintegration.

ABSTRACT
Organizations of today are under intense competition with one another for a share of the customers and consumers patronage. With the vast array of many substitutes of similar products available to consumers, making the decision to choose a particular brand of a product by the consumer would require consideration of many factors; to assist in this decision making. Managers and marketers in these companies invest in different advertising activities through different media, like television, newspapers, magazines, internet platforms among others, to make potential consumers aware of their products and also to influence their purchase decisions. The purpose of this research is to investigate the effect of advertisement on consumer preferences and behavior. The research was done with a case study of Access Bank Plc. ABSTRACT
The study assessed the contribution of trade liberalization to the economic growth in Nigeria between the periods 1981 and 2018. The study employed the ARDL bound test for cointegration to analyze the direction among the variables under review. The variables used in the analysis include: Agricultural Exports (AGRX), Manufacturing Exports (MANX), and Solid Mineral Exports (SOLX), Inflation Rate (INFR) and Exchange Rate (EXR). The results of the analysis revealed that there is a negative and statistically significant relationship between non-oil exports (NOE) and economic growth (RGDP) in Nigeria during the period under investigation in the long-run for Manufacturing (MANX), solid mineral(SOLX) except for Agricultural export (AGRX). There is also a bidirectional causal relationship between non-oil exports and economic growth in Nigeria during the same period. The study, therefore recommended that the Nigerian government and other stakeholders should make a country’s non-oil export commodities more attractive and competitive in the global market which will prompt the demand for Nigeria’s non-oil goods at the international market.

ABSTRACT
The increasing menace of insecurity in Nigeria has become a growing concern in Nigeria. Over the years, there has been billions of naira which has been budgeted to contact the menace. Instead of the situation to subside, the reverse is the case. This has given rise to the condemnation of various security agencies in the country. The government has failed to realise that security maintenance in the country doesn’t lie only on the formal security agencies; there are other relevant stakeholders in the country which has left out in fighting security in Nigeria. One of the most important of such stakeholder is the press. In order for press to operate effectively, there must be an enabling environment which gives room for press freedom. This paper shall further look into some legal provisions from some enactments that can aid the press in contributing their quota in curtailing insecurity in Nigeria. Much emphasis shall be made on the provision of the 1999 constitution and the Freedom of information Act, 2011.

ABSTRACT
Mosque is one of the most important institutions in Islam. It serves many purposes in Islam. Its objectives, functions and position are clearly enshrined in the authorities of the Quran and Sunnah, as comprehensively explained by scholars. In addition to being a place of performing the prescribed prayers, the mosque provides educational, political, and even social services to groups or individual muslims. This paper, through a review of available literatures, expounds the major role of the mosque, its position and functions. From the literatures reviewed, it reveals that a mosque is a place to perform the prescribed rituals (eg prayers), for the acquisition of knowledge, and other lawful and beneficial issues of the Muslim community. It suggests that muslims should expand their knowledge about the institution of mosque and the vital role it plays in the life of a muslim spiritualy, educationally, and even socially with a view to proper utilization of the functions of this institution.

APPRAISAL OF LEGAL REFORMS IN PUBLIC PROCUREMENT IN NIGERIA: OBSERVANCE AND ENFORCEMENT OF THE PUBLIC PROCUREMENT ACT, 2007
ANIEKAN J. MENDIE
Department of Business Administration and Management, Federal Polytechnic, Bauchi, Nigeria.
ABSTRACT
The robust socio-economic development of a country indubitably depends in a significant way on effective legal regulation of practice of public procurement of goods, works and services. Public procurement in essence, entails expenditure of money, scarce resource in a manner determined by a framework of legal rules and regulations to achieve value which promotes manifest development of a country. In the country, Nigeria, the geographical scope of this paper, practice of public procurement of goods, works and services is not yielding the best value for money, inspite of the reforms introduced by the Public Procurement Act 2007, the principal statutory framework for its regulation. The Public Procurement Act, 2007 as reformative as it is, exists in the midst of abuses, such as bribery and corruption, inflation of contract sums, over-invoicing and procurement of low quality goods, works and services. There are also abuses in the forms of embezzlement of contract mobilization fees and abandonment of contract works. These abuses and many more that would be mentioned in course of development of the body of this paper, kindle the concern to critically appraise the Nigerian Public Procurement Act, 2007 to evaluate its observance and enforcement in the process of practice of procurement in the public sector. The paper draws data from primary legal source such as the Public Procurement Act, 2007 and depends on academic journal and internet materials for secondary data. In analyzing material data, the paper adopts doctrinal methodology popular for critical evaluation of rules, principles and opinions in legal research. In the end, the paper finds that the extant law for public procurement in the framework of Public Procurement Act, 2007 exists with laudable innovations aimed at ensuring accountability, probity and transparency in the procurement process in Nigeria, but the observance and enforcement of the law is grossly low. Thus, the low observance and enforcement of legal rules and regulations in the procurement process account for the widespread abuses mentioned above. To that extent, the paper recommends strict observance and effective enforcement of rules and principles outlined in the Procurement Act in order to achieve value for money for the promotion of socio-economic well-being of the country.

ABSTRACT
Human societies across the globe are characterized by a litany of immorality, socio-economic impropriety, insecurity, injustice and other varying degrees of challenges breeding imperfections as a part of human world. Interestingly enough, in all lands and climes, language is the only constant and potent tool that is employed unavoidably to proffer solutions to these teething problems. This paper seeks to remind us of this fact that we service our implement – English Language and explore its efficacy and dynamism in combating trafficking in persons (TIP) in Nigeria. The researcher observes that a lot of attention is paid to the issue of banditry in Nigeria with many works already done on it while the menace of TIP has enjoyed little attention. This paper posits that TIP is a form of banditry and that it deserves the concern and attention of all if we believe that our children and young women, who are the most vulnerable, deserve human dignity and as such should be protected and respected. The thrust of the discourse bothers on engaging the citizenry in English Studies to broaden the awareness of the ruler and the ruled about the problem. This enables them to wage war against it and enjoy a TIP-free society.

ABSTRACT
Women are unique beings on the planet. Their roles in the society cannot be underrated. In the olden days, women were barred from participating in some activities thus prevented them from occupying top positions in the society (country). During this period, the labour force was low and the GDP of the country was low as well. But as soon as the government formulated a policy about gender equality, this embargo on feminine recognition was removed. Though, they may be termed “weaker vessels”, but strong in action and always determined to utilize themselves. They are good instrument in reducing poverty and increase economic growth with better understanding of their existence that they are not only for sex and reproduction but also to be useful in the society. This paper defined HRM, economic growth and examined the inclusion of women in some spheres in HRM like agriculture, education and politics and how they have contributed positively to the economic. It also explained the reasons why they have a better chance of contributing to the economic growth. Lastly it concluded that women are strong and capable of positively influencing wherever they are and made some recommendations.

ABSTRACT
The development and transformation of Nigerian and the Sub-Sahara Africa is highly dependent on youth empowerment through business development. They are the backbone of economic development all over the world and play important role for employment, income and societal changes, particularly in transition economies like Nigeria. This paper is concerned with the extent to which business development in Nigeria has helped to reduce youth unemployment and also the challenges and prospects for the development of entrepreneurship. The study revealed that such policies and initiative by government has affected the “transformation question”. This is due to the increase of corruption, inadequate and inefficient infrastructural facilities and maladministration. The paper concludes that business development is an engine for job creation; innovation and diversity and Nigeria’s entrepreneurs have a long way to go before they can effectively drive changes in the economy; and recommends that Government (policy makers) should genuinely recognize the essence of entrepreneurship to economic development by providing the enabling environment and secured environment for the youth to be gainfully employed for economic development and also provide adequate infrastructural facilities (water, electricity, road network, communications etc).

TOWARD THE ROLES OF CIVIL SOCIETY ORGANIZATIONS IN VOTER EDUCATION IN NIGERIA

Department of Public Administration, Mai Idris Alooma Polytechnic, Geidam, Yobe State.
ABSTRACT
Voter education is one of the cardinal principles of democratic politics and ensuring credible elections in any democratic society. The imperative of this cannot be underestimated in developing democracy like the Nigeria state. Since 1999, electoral processes in Nigeria were alleged to be full of irregularities ranges from violent electioneering campaigns, unwarranted voting behaviors of election rigging such as multiple voting, ballot snatching, vote-selling among others. These unruly behaviors are unarguably undermining the integrity of Nigeria’s electoral process. Although, numerous political-legal measures were put in place by the country’s electoral body the Independent National Electoral Commission’ through the introduction of the card reader machine, massive disposition of civil securities at voting points as well as series of amendments to the electoral acts by Nigeria’s’ National Assembly members. However, despite the concerted measures to checkmate the unruly behavior of the voters, the trend continuous unabatedly. This article thus proposed that addressing Nigeria’s electoral knots especially in respect to the voters’ behavior requires the participation of civil society groups for informal voter education. It argued that ignorance of the electoral laws and nonsensical attitude toward the electoral outcomes by the vast majority promote the continuous engagement in these deviant behaviors. The article thus recommends that to overcome the perennial challenges of the electoral process, the Nigerian government should engage civil society and community-based organizations to educate voters on the dangers of electoral fraud in the country.
